You are better off going beam rifle for instant stun(can't be used while flying), double beam rifles wait a moment for them to start recovering, double beam rifles again to stun a third time, switch to beam to stun a fourth. Gaplant can be played as a dive bomber, but that leaves you vulnerable. It also has pretty poor melee damage outside of it's slow low range downswing, since it uses blow rather than a melee weapon. It doesn't stand still, all of it's weapons are able to shoot while moving. It is an absolute monster as basically a ranged assassin. It is a flanker that gets deep behind enemy lines and takes out the supports from range while giving those supports little to no ability to fight back. Flipper IS a stealth unit, with high speed, high initiation damage, and high sustained ranged firepower. And nothing says "Please kill me" like a suit that stands still. Which, on the subject of those two why ARE they Raids if most their focus is on Ranged? Hell, with it's more anti stealth skills and Ranged forcus you'd think Flipper would be in the support category. Like every Gouf I've seen has been chain gun while running/dashing into melee combat and every Gaplant has been dive bomb laser beams into transform, melee combo. Gouf custom's melee is ok, but it is not oriented towards using it, infact it got re-adjusted in a patch unreleased on PC to make it a hybrid raid instead. Zaku flipper has so many ranged weapons that by the time it fires it's faust, grenade and then the 6 anti- air shots, stunning the target 3-4 times in a short period, the faust is almost alreadt reloaded. G05 can't even move while using it's signature weapon.
Gaplant is very much a shoot them unitil they are dead with two weapons with stunning capabilities that can be swapped between and chained for a 5 long stun combo with massive damage.
Those arm cannons are actually pretty devastating. Gerbera is a hybrid raid, it can fight at range or get in close, both of which are effective at doing damage depending on circumstances.

If it had better dashing, more melee weapons, or a stronger combo skill I'd agree with it. I am confused as to why the large tanky ranged geared suit has such a high push for Melee. I mean Gebura has a higher ranged attack score than melee but I've only seen it used as "Okay they're staggered, INSTANT Into melee and get out" or some flavor of mobile melee assassin.
